Introduction

La Passerelle-I.D.É. is a Francophone community-based organization committed to supporting and assisting Black, racialized and vulnerable families , including refugees and newly arrived individuals .

 As part of its activities at L'Agapanthe – Maison de transition de La Passerelle-IDÉ. , the first Francophone transitional home dedicated to Francophone refugees of African descent , La Passerelle-I.D.É. is launching this Call for Proposals to retain the services of a Chef / Cook or a Culinary Team for a service contract covering the planning, preparation and management of culturally appropriate meals , including breakfasts , for refugee individuals in vulnerable situations housed at L'Agapanthe.


 L'Agapanthe is a residence that is:

  •  Culturally responsive
  •  Rooted on the values of respect, dignity, inclusion and safety
  •  Operating 24 hours a day

 The services are delivered in alignment with the requirements of the City of Toronto , specicfially the Refugee Response Toronto – Shelter Standards framework, which emphasizes on the importance of safe, culturally appropriate and dignified food services for refugee populations.

Key Responsibilities

1. Meal Preparation

  • Design and prepare culturally appropriate meals, reflecting the realities of African, Caribbean, Afro-descendant and other racialized cultural traditions.

  • Prepare breakfasts and, if necessary, additional meals or snacks.

  • Respect dietary restrictions (religious, medical, cultural).

  • Ensure meals are balanced, nutritious and safe.


2. Food Management and Safety

  • Manage food stocks (inventory, orders, warehousing, rotation).

  • Strictly apply food hygiene and safety standards.

  • Properly use and maintain commercial kitchen equipment.

  • Ensure the cleanliness and maintenance of kitchen areas.


3. Collaboration and flexibility

  • Demonstrate high flexibility in hours, consistent with a 24/7 operating environment.

  • Collaborate closely with the team at La Passerelle-I.D.É and L'Agapanthe .

  • Adapt menus and operations according to arrivals, specific needs and emergency situations.

Working Conditions

Contractual conditions

  •  Service Contract – Call for Proposals
  •  Fixed-term mandate, with the possibility of renewal
  •  Compensation to be discussed and negotiated , depending on skills, experience, and the proposal submitted.

 Submission of proposals

 The proposal must include:

  1.  Profile of the Chef / Cook or of the team
  2.  Description of the culinary approach (with emphasis on culturally appropriateness)
  3.  Financial proposal
  4.  Relevant references (an asset)

Required Skills and Competencies

  • Francophone or bilingual (French/English) chef.
  •  1 to 2 years minimum experience in a kitchen setting
    OR relevant related experience (community, institutional, restaurant, catering).
  •  Valid Food Handler certificate (mandatory).
  •  Knowledge of food management and safety .
  •  Culinary certificate or diploma (an asset).
  •  Strong understanding of and sensitivity to the realities of Black, racialized, migrant and refugee communities .
  •  Autonomy, reliability, open-mindedness , flexibility and a sense of community work.
